Pretty sure you aren't dealing with experts. Hired guns with some experience, yup. First available body known to not mess stuff up worse, yuppa. Guy who dreams and builds super efficient designs, nope. Wonder how you would even find one.
Cant help with sizing other than changing plenum pressure could help flow. Or adding another filter box somewhere in the system, closer to the intake plenum. Would the extra flow do anything? Ees no my chob.
Maybe do a letter to THIS OLD HOUSE, and get Richard the hvac guru to come inspect or at least give advice?
Don't know if you have talked to an inspector lately. They are way understaffed, inspection of finished has always been look for glaring mistakes, you got 5 minutes.
