An atmospheric river doesn't have banks. The problem isn't the downpour, it's the run-off.
In any case, my location is at the upper end of the Willamette Valley, where the three forks come together. My son is in WA state, but close by the Sea-Tac airport. If Puget Sound were raised 20 feet, then the airport (and his house) would be an island so even he was unaffected.

The would be the Cascadia Subduction zone. Earthquakes are triggered by space weather. Right now the Sun is being perturbed, and there is a planetary alignment in early January that might be enough.
