Correct!
For higher speeds than a car normally does, but the effect should still help at lower speeds.
It's been discussed quite a lot here.

But... not really the case here as there are lots of other air exits, like into the wheel-wells etc in/out of an engine compartment.

I would hinge the belly-pan in the front (or make it flexible), so that the rear gap is adjustable.
That would allow one to experiment a little and find the optimal opening.

Also you'd be able to close the belly-pan when reversing, which is likely to make said experiment last longer than a day or 2!
