The answer to that one is easy!

CHARGE money for CHARGING electricity.

If your charger uses 1000 watts, that's One Kilowatthour of energy per hour of time.

In my area, electricity is about 10 cents per kilowatt-hour, including taxes, etc.

Set up the charger as a parking meter - charge 25 cents per hour. BAM! The municipality makes money. You have a place to charge, and it's still cheap to operate. EVeryone wins!
