Why did it become so crusty? Anything to do with weather or salt on the roads?

The chance of all the lamps burning out together is not that slim actually, if they are from the same batch.
I owned a Civic for almost 12 years and its low beams kept failing within weeks of each other every 5 years or so. I kept a pair of spares since I once had to change the other headlight just one trip after replacing the first.

Yes to weather + salt. Plus the car sat outside, unused for a good portion of the pandemic. So what rust started forming on the braking surface was never scrubbed clean by the pads. Their other car is a Prius C, and they kept driving just that one. |

Presumably more exposed to salt mist. Well, I don't remember noticing too much rust to brake discs in my hometown, while on the beach it happens more often. |

Rotors ruined by rust are a chronic problem for me: cars parked outside, not driven regularly. And when they are driven, not braked hard enough!

I'm not so sure, but this seems to be among the reasons why some rural folks actually prefer drum brakes for trucks and motorcycles, yet nowadays they have no choice when it comes to new cars. Even though salt on the road may not be the main reason, some agricultural fertilizers and livestock manure are quite prone to cause rust. |

Even though discs are often perceived as more prestigious, sometimes a drum brake can be actually better suited to the task if correctly-sized. Did you notice some vehicles fitted with drums all-around have all of them with the very same diameter, while versions fitted with front disc brakes often get the discs with a larger diameter than a drum would have? That's the case of some motorcycles in Brazil.
On a sidenote, in '84 the VW Beetle got front disc brakes in Brazil, yet it would be phased out in '86 to get local production resumed from late-'93 to mid-'96, while in Mexico the front disc brakes were introduced in '94, turned standard in '95, yet from '96 to '99 a no-frills version was available with drums all-around once again.
