California cannot supply enough electricity or rail transportation now. NYC politicians are following the same ruthless policies without any technically sound means of providing the needed transportation mix. Our e-bike laws are so dysfunctional that upstate we use the PA rules. Toyota plans to make electric and fuel cell vehicles only by 2030. Major expansion of hydro and nuclear generation will be needed. "Where there's a whip, there's a way." Wrong thinking.

Europe is busy supplying the whip. Automakers will pay about $13 billion in fines this year for failing to meet the fleet average of 95 g/km CO2. 2021 fines will be even bigger.

EVs will be well developed by 2035

EVs are computerized and can be hacked to be to controlled by the government.

Last thing the government wants is someone with a 60s Mustang with no electronics that they can't hack.

The top line view is 4.5% of vehicle sold must be EVs in 2018 growing to 22% in 2025. The reality is it isn't that simple.

It is all based on credits and manufacturers have been booking credits since 2000. Manufacturers book credits for ZEVs (electric cars and plug-in hybrids) BEVx (range extended EVs), NEVs (Neighborhood electric vehicles) TZEV (hybrids), and PHEV (gas cars with completely sealed fuel systems and certified SULEV emissions) All of these book credits based on complicated formula.

Companies can use these credits if they fall short of the goal or they can sell them to other manufacturers that fall short. (This is where Tesla's profits come from)

The most recent data set for booked credits is from 2018 and it may surprise you. The company with the most credits is Toyota, followed by GM, then Tesla.

Credits expire at the end of 2025 and have no value on January 1st, 2026.

So when all is said and done CARB predicts that in 2025 only 8% of car sales will be electric.

The Heavy Duty ZEV mandate is different. It requires 5% of trucks to be ZEV (Electric or hydrogen) in 2024, 50% in 2035, and 100% in 2045. However, it is more complicated then that of course. In general lighter duty trucks need to go electric faster and the shorter the hauling distance the quicker the ramp up. For example 100% of port and drayage trucks have to be electric in 2035 but only 40% of Class 7-8 on-highway trucks. The ramp up is also different for straight trucks vs tractors.

My 2011 leaf can't be hacked unless there is some one running around with stone age 2G cell tower gear.

The Dasher would be a good candidate.



Mechanical pump naturally aspirated diesel. Only 48hp so a hand crank starter isn't out of the question.

The Lexus Highlander rear axle adapted to it's beam axle would make a through-the-road hybrid. With a signal generator and a single contactor for a bang-bang throttle it would be a menace to society.

People in government are just like the rest of the population, fairly low information and fairly unsophisticated. For proof of this just look at how commonplace no knock SWAT raids are. It's a caveman solution to a problem. There's no chance the government is hacking any of my stuff so long as they prefer low information tactics.

When they start convicting people based on evidence instead of state's witness plea bargains then I might start fearing their capabilities.
