Helping people grow where they are planted is much cheaper than trying to force them away or take care of them in a different country after they emigrate. Europe is separated from Africa by a sea. A natural border wall.

OTOH the Mediterranean is wide, with four main trafficking routes, while the Ithsmus is narrow and filled with jungle.

I am sure that many argue the current population is unsustainable, let alone projected growth. People keep posting that the U.S. population only grows because of immigrants.
1. Stop all immigration.
2. Stop all foreign aid.
3. The U.S. and the countries we help support will shrink to manageable levels.
4. ????
5. Profit!

Women's education is critical. Planned Parenthood is critical. Many cultures still treat Women as having no rights and also view the highest number of children as a status symbol.

Many argue the current population is unsustainable — at Western standards. But we can do better than that.
Immigration grows the population because those already here are concerned and doing what they can about overpopulation.

They said they were going to kick in 30 million dollars for the 2020 election.
If they have that much to toss around they don't need any government funds.
