That's not true.
Solar wind varies from about 1 to 2 million miles per hour normally and up to 7 million miles per hour which is the fastest recorded from a CME.
Solar wind proton density varies by a factor of about 10x charge by even more.
Irradiance varies by less than 1% and that is what the believers hyper focus on.

Pioneer, at 60AU nope.
CPME, is way up there well out side the atmosphere if I remember correctly.
Ulysses just kind of bounced around the solar system, no where near the earths atmosphere.

Gold and ICON are specifically going to study the interaction. Gold is going to measure the space weather at around 100,000 miles in real time, icon is going to monitor the effect on the upper atmosphere.

Why are you guys so eager to dismiss the thing that provides all of earths energy as being in no way responsible for climate change?

It seems to me all the believers are legitimately in fear of what icon and gold are going to find.

*The IMP-8 satellite was in Earth orbit monitoring the solar wind as Gold and ICON will.
*Perhaps you didn't understand that most cosmic rays don't make it as far as Earth.
*Why is it that you can't get it into your head that only solar irradiance has anything to do with the energy budget?
*You seem to know a lot about the results of a mission that's yet to fly.

I think it's probably one of the few market-based mechanisms that have any legs.
Some baseline might be established for utilities, at a given rate per capita.
If you break out with consumption,there's a negative reinforcement,as now you're consuming a resource which could be used by another family unit,and the unit price now jumps to the next level.
If you insist on this level,you're really going to pay.And community pressure may provide enough stigma,that one would be reluctant to stray too far.
Super-efficient users could trade unused capacity,like cap and trade does.
There could be incentives all across the energy marketplace.
If we could capture the carbon it would never be an issue.
In Texas,they're already doing this with municipal water supplies.Electricity and gas,and fuel could follow.
