1) they would not be a component of total solar irradiance. And total solar irradiance doe vary, so, they would not be part of the variance.
2) they would be components of the solar wind, flares, CMEs.
3) if an accurate magnitude ( say, sound pressure level, on the C-Scale ) is obtained at a given distance, running the distance and math backwards will deliver you to the original signal power level at the source. It will be 'geometric', not 'infinite.' Infinity cannot be quantified.

And, no, the earths protective systems do not stop emi. Some still gets through and affects things which is why we went looking for the source.

Note that is is gang attacks on non-adult gorillas, probably ambush style. Chimps are noted terrorism fanciers, they are neurotic in personality with tendencies towards bullying..
