I'm surprised he even GOT plates for that. No doubt there is some special electric vehicle plate for it. Is there a 27mph speed governor?

Wisconsin is difficult about titles if the vehicle doesn't have one. I've talked to a lot of guys that are import motorcycle fans and they also have to deal with title issues. This issue is a byproduct of the "25 year law". Vehicles under 25 years can't get the customs release and therefore can't get a US title. After 25 years, a car is no longer subject to FMVSS (federal motor vehicle code) and is EPA exempt after 21 years. Vehicles are still subject to WI Ch. 305 and 347.

The forms I have in the case of a 25 year old car are...

DOT HS-7 - import declaration form, certifies 25+ years old and therefore FMVSS exempt
EPA 3520 - 21+ year old exemption, however this does NOT exempt any car from state-level in-use emissions testing, which we do not have in this area of Wisconsin
Customs 3461 - pre-shipment release authorization
Customs 7501 - essentially a shipping bill of lading, for customs purposes and cross-verifying of other paperwork

This car is SO small that it's really not that much trouble to lean over to the other side. Dimensions are 10'10" x 4'7" x 4'7", LxWxH. I can just barely touch the passenger side windshield A-pillar from the driver's seat, without lifting my back away from the seat. I did go through an ATM drive through in reverse one time, just for fun, but otherwise I just park and walk up.
