No, they don´t call the government efforts crazy. They say, that we will save our planets with it. haha
But cars produce much CO2 and we can reduce a lot with the modification, so...
Additionally, 1l 95 gas cost 2 Dollars.

Sorry, what does "blew out the transmission" mean?

The inspections are all 2 years. If the police find modifications on your car, which the TÜV hasn´t registerered, you have problem.

It sounds like you have a much more restrictive government then we do. As long as the mods do not change the engine or drive train the emissions will be the same. I would think that modding the hub caps for pizza pans should not even questioned.

Look at what Piwoslaw did. I am no expert on the EU but is he not under the same rules as you?

It´s germany.
Germany spend 70.000.000.000 Dollars for solar and it produces only 0,5% of our electricity. Reducing CO2 by modifing cost not so much.

Does poland have a "TÜV"? Denmark for example doesn´t have one.
I asked my father again and he said that all things (the pizza pans too) have to be registered. I only can delete things.

I can ask the "TÜV" tomorrow.

37.6 isn't bad, but its not great either. With changing your driving style a little you can probably hit near 50 mpg. Check out these tips:

I have read many tips of saving gas, but no hypermiling tips/your tips.
I will see what i can do.

Germany isn't very restrictive, but like most of the EU it's highly regulatory.

While you can modify your car, a lot of parts you mod it with need to undergo testing and approval before you can take them out on the streets.
And that gets pretty expensive for a one-off part.

You can use flat wheel hub covers (look for moon eyes, racing disc) if you have steel wheels.
They are replacement parts under EU regulations.

If you have leichtmetal wheels the commercially available hub covers won't work.
