Yea, they have hose idiotic wheels on the new concept. What, they are suppose to look like tubines.

I like this one a lot. Better than the UrSaab and the two other modern reinterpretations at the linked site.
The C-pillar is way thinner and tailights (plural!) are better integrated. But more importantly the underbody has a proper diffuser and I'll bet there is less turbulence exiting those front wheel wells than those huge gaping holes facing downwards on the Ursaab.
arcosine -- If those wheels are the only cooling fans for the engine, I could see it.

Those wheels look like they draw air from under the body outward. To be sure we have to see the other side though, if the wheels are just like these they'd pull air in there.
Then if it is 4 wheel drive it could suck itself sideways on a very slippery surface 
Wonder what the Cd would be, sideways?

Sorry for the late catch up.
I really think that the actual shape of the Scarab insect was the inspiration for Stout's car.You can see the scarab form embossed in the nose sheet metal.
It's probably the 1st true 'bathtub' body.

Wheels only for looks, gimmicks, vanes have no real function but to add drag.
