The cold start issue has already been addressed in my country, and nowadays that many engines are fitted with direct injection it became easier.

Especially when the current definition of "tampering with emissions controls" includes engine changes without swapping out every last bit of OEM electronics needed for the replacement engine to run. Or adding EGR to an existing engine.
Eh, that thought crossed my mind, but then I remembered that I'm in California, so I'm SOL no matter what.

what's with us having this weird obsession with impounding. Here in Europe, if the car just doesn't pass the MOT/yearly inspection, if you tamper with the emissions equipment.

If any foul play is suspected in a random police check, the police orders the driver to a instant car inspection. (thus at base one)

The only thing you can get your car impounded is if you use the car itself for something illegal like smuggling or drug trade.

What kind of emissions do bicycles have (non-lawnmower-engined ones!)? Insurance? Traffic jams?

There are plenty of situations where a bike is faster than a car. If you have a hundred thousand people clogging the roads of one city in rush hour, how much faster would they move on two 1.5" wheels?

Results based emissions testing would eliminate the tampering rule. It shouldn't matter how you get there, as long as what comes out is within specs.

The technology has been around for decades (lidar) that would allow spot testing of emissions, similar to photo radar. A professor at BYU cobbled together a working prototype nearly 30 years ago.

Some say that the tampering rule was put in by the major automobile manufacturers to limit market entry. Perhaps. It certainly has acted to limit market entry.

Since most of the ethanol used in my country is made from sugarcane I've heard mostly bad things about the corn-based ethanol used in the U.S., such as its lower balance between the energy applied to its production and the final output, and an eventual impact on food supplies, but once I got to know better about corn-based ethanol it actually doesn't sound that evil at all. It may not be the one-size-fits-all solution pointed out by some folks but, along other options such as using leftovers and residues from the industrial processing of other crops, shall not be disconsidered at all. I know, sometimes I may sound like a coal-rolling redneck, but I do believe that even biomethane is going to have its account in oil and coal substitution strategies.

OTOH I wouldn't hold my breath for a radical switch from gas-guzzling full-size trucks and SUVs in the American market, but maybe due to the popularity of gaseous fuel conversions for those rigs in export markets it would seem quite wise for EPA to make it simpler to certify them in the USDM.

The Ethanol Production Agency isn't going to do anything to reduce corn based ethanol consumption.

Beyond the actions of an immature POTUS posting tweets at 1 am. I hope this guy remembers the the 70's. We have way more cars on the road today and with Just in time delivery, there could be outrageous shortages of food and staple products.
