I don't know what you mean by the American market being "easy" but this has been tried multiple times in the past. A manufacturer imports a 400cc supersport from a market where they make sense due to regulations that make any bike over 400cc very expensive - and then they don't sell in the USA. I see nothing to expect anything different today. Few buyers will buy a 400cc motorcycle for 90% of the price of a 600.

In the USA bigger is better and even 600cc supersports are considered small beginners bikes. 600cc sales have plummeted over the last 15 years and Yamaha and Triumph have discontinued theirs.

Some motorcycles such as the Honda XR 650 still available there would not be roadworthy if they were also available in Brazil right now. Even though US-spec cars have to follow stricter regulations than Brazilian-market ones, when it comes to motorcycles it seems like a greater amount of leniency is shown.

Ah - yes, the USA lags most of the world in emission and safety regulations. Our emission regulations were last changed in 2010 and even then they were years (maybe a decade) behind euro regulations. We are also just about the only wealthy nation that does not require motorcycles to have ABS. Even some middle and even low income nations require ABS today.

It's not mandatory for every motorcycle in Brazil, even though any model with a 250cc or greater displacement may have ABS brakes, while it is already mandatory in countries such as Indonesia and Thailand at least on the front wheel even for a 125.

Just do what honda did with my rebel 250 and cb750. Make the bikes unable to lock up the front or rear wheel or even stop well. Don't have to worry about lock ups lol. No kidding though ABS with strong brakes would be sick. Sometimes panic stops at the extreme end can be scary as 90% of cars have a better braking ability than you do.
