Change the belt. Timing belts aren't like the other belts. In most cases, they don't "look bad" even when they're about to break.

I wouldn't strip it. If you stripped it what would you gain? 1 or 2 mpg? You can have a nice car and get 51mpg instead of 52 - not at all worth it.

Most of the advice in this thread has been good. Silicone, or soap ect for temporary fixes. As was pointed out though, if the belt is squealing, there is a reason for it.
