Sounds a lot like what I do in RC racing. Back in the of Brushed motors we'd retard the timing and re-shape the field using Neodyniums on the outside of the can for more torque on the tighter tracks....

I think as long as you remove all on the seat...
I think as long as you remove all on the seat (base+squab) AND all of the seat bealts used on the removed seats you should be fine. I had a min witha fully roll cage and no rear seats - passed fine....
