Interesting!

I don't know if there's any possible application though, given that ozone is unstable and quickly reverts to O2.

I don't believe Ozone might have any benefit to the combustion process.

The guys who tested it and published, claim that it is beneficial under certain conditions. Which part of the publication do you not believe?

Nowadays with all the witch-hunting regarding NOx emissions, I didn't even have to go deep into that publication to understand why it would eventually not be suitable from a commercial standpoint.

There have been studies done in the past.

Ozone is known to increase the reactivity of a fuel mixture.

Just Google "Ozone Seeding Effects".

Very low concentrations in the Parts Per Million range are able to effect combustion by providing oxygen radicals via decomposition of the ozone.

At first it seemed interesting, even though the NOx increase would be troublesome nowadays. Had the Ozone displaced some of the atmospheric Nitrogen at the intake of the engine, would've been better.

The production of NOx and Soot/particulates are counter to each other. It is well known that an increase in Exhaust Gas Re-circulation (EGR) will reduce the temperature of the flame front in a compression ignition engine (Diesel), reducing the formation of NOx. However, as the fuel to oxygen ratio approaches 80 % (Lamda=0.8) there is an increase in the formation of particulates.

But, what if you could increase EGR to the point of reduction of NOx and forestall the formation of soot? Ozone provides a tool to do this.

The EGR mixture has poor reactivity but the addition of a small amount of ozone makes up for this resulting in more of the fuel being burned without an undue increase in NOx output.

Now it makes sense. On a sidenote, due to the Coronavirus outbreak, it has been quite common to see Ozone generators being used to sterilize commercial venues. Maybe not too hard to repurpose one and mount it to a truck or bus...
