Aerodynamic aids...molded on tires
 
Yokohama Tires added more 'spoilers' on tire sidewalls. The tiremaker molded angled fins on the side walls to help reduce drag while the tires are spinning. The upper part of the tire side reduces aerodynamic drag while the lower side fins help reduce lift.

How about using this research and ecomod test it on your 'smooth' wheel covers?

The tire would have to be tuned for every application.(every different car it was installed on).They're free to make any claim they like,but it's a dis-service not to emphasize the context of their claim.

Here we go falling into the MythBusters trap.
Reynolds number of tiny bicycle tires,at bicycle velocities don't dovetail very well to larger structures at highway velocities.
Same for runners suit.

What is it in the nature of a dimple that makes it better than an equivalent bump? Surface area?

At least the two designs are symmetrical so they don't have to deal with handedness.

A dimple is lighter.Uses less material.It can't be abraded and worn off.And it doesn't increase frontal area.
