Design obsolescence is a marketing construct, which has interfered with the natural technological evolution of ground transport. To me it seems clear that it's whatever suits him.
And that what suits him seems to be to covertly increase global fuel and car/engine sales.
Furthermore his silence here is his easiest way to avoid giving that fact 'airtime'...
