Any ideas on how to build a temporary smooth rim???

Tape? 3M stuff???
Pizza pans with magnets and ties?
Plexi Glass? Fiber Glass?

...define your *time-duration* for temporary.

...if just a simple, around-the-block and done, then possibly just a hot-glue gun (or maybe 360º velco) and cardboard will work.

...but, if you're want something longer, then something more substantial and more secure is needed, like light sheet aluminum (pizza pan) and either tie-wraps or bolts.

I used some salvaged coroplast political signs for a cheap, quickie "smooth wheel cover". I made a compass out of an old yardstick with a hole for a small bolt at 1" and a hole for a sharpie marker at half of the diameter plus the 1"(radius + 1"). After marking the circle I cut them out with offset aircraft tin snips. I used 3 "wire ties" each to hold them on, evenly spaced on the inner diameter of the alloy wheel spoke circle. I painted them with "hammered" texture silver spray paint but they wouldn't have to be painted. They have been very secure and were basically free. It took about 30 minutes to make and install all four.

Moon Disk hub caps only take a few seconds to remove and they are balanced well, if you wanted to do it cheap and only have it last a few blocks then window shrink film and double sided tape works.
