Auto makers regularly cite the "patchwork" of safety, fuel-efficiency, and emissions regulations in North America as a hindrance that makes doing business difficult and raises costs.

There's no doubt they would much prefer a scenario where they could resist progress in these areas by unleashing their lawyers on a single regulator. :D

(OK, perhaps that's a bit too cynical...)

Well, why not just have everyone on the cali standard and then everyone would be happy, :D
