Buy 'em out and reclaim the land for the public. Once and done. Or make the insurance cost more realistic.

I've heard tales, in the PNW, of people moving into their new house, finding black mold, and having it torn down and rebuilt with somebody else's money; and the new new house has black mold.

It all come from building in the rainy season.
