California’s proposed new tire regulations

On Friday, April 24, 2026, the California Energy Commission issued its proposed new tire regulations for tires sold in California. The new regulations would require passenger car and light truck tires to meet a maximum rolling resistance level which varies by tire category in 2 phases. The first phase is slated for January 1, 2028, and the second phase on January 1, 2031. The new regulations include a minimum wet grip level.

In addition to the tire requirements, tire manufacturers (or brand name owners) would be required to submit data to the CEC on all tires that meet the regulations. Data would include rolling resistance, wet grip level, and enough information to uniquely identify the tire. A database is planned to be available to the public.

There is an update:


Phase 1 implementation postponed from January 1, 2028 to January 1, 2029

Phase 2 implementation postponed from January 1, 2031 to January 1, 2033

13" tires are now exempt.

It was clarified that the implementation dates apply to date of production!

All Season Winter tires (aka All Weather tires) are now exempt.

Competition tires are now exempt.

Changed the definition of a "Long Life" tires from 1,000 UTQG test score to 800.

Changed the definition of a "Ultra Long Life" tires from 1,400 UTQG test score to 1,000.

This seems relevant.

Long story short; 21>20" rims with different tires gives 25-37% more range.

I looked into the 145-15 size I need for the front of the Superbeetle. Kumho offers three all season tires in that size, (Crugen GT Pro, Ecsta 4X II (KU22) and Solus HA32). I like the look of the 165/50-15s but suspect they have more rolling resistance.
