Cars.com says free car fax report but demands money, why?

Just curious what the deal is, it used to be some car dealers prepaid for a car fax report on cars and you could see a basic report as apart of the listing
Now when it says that it’s just a scam demanding money, why the change? And why can they say free report when you have to pay? |

Strange, I went back to the EXACT SAME LISTING and I no longer get a nag screen on carfax.
