Super splats air flow redirection

I was watching a video when they were doing burn outs
I saw a spot where smoke was going forward


maybe a new item called Super splats


i saw on many it forces the air forward (which could add drag)

You saw the video and i haven't. Are you sure you are seeing what you think you are? In for instance what was the actual forward speed of the vehicle, relative to the spinning wheel speed?

They are called wheel skirts.
On a car they are good for about a 2% increase in fuel economy.

they were standing still but you can see the air being forced forward directly from the inner tire

smoke moving forwards

We're not interested in anything occurring below 20-mph forwards velocity.It's not germane to road vehicle aerodynamics.

Or I would have said, "there is little to be gained from discussing wheel induced aero effects if a wheel is spinning magnitudes faster then the actual vehicle speed, whatever that speed maybe".
