Does a Kamback help on an insight?
 
I have enough election signs to do a Kamback for the insight, would it help or hurt mpg? I don't want to waste my time cutting/measuring/mounting for less than a 5% impact.

Balto, the lines on the Insight are pretty good as-is. I don't know how effective a Kammback would be.

Only a handful of production cars have ever had a drag coefficient lower than the Gen-1 Insight:

0.25 Honda Insight 1999-2006
0.2455 Tatra 77 1933
0.24 Mercedes-Benz S-Class 2014–Present
0.24 Mercedes-Benz C-Class 2014–Present

Yea I'm trying to learn driving techniques as well, but I'm going to have to somewhat relearn once I get proper tires, because it will take less throttle to accelerate, and maintain speed, so yea.

Extending the tail a bit would help. I suspect adding some sharp lines to the back to help with clean air separation might be worth something, which extending the tail would also do. My only concern would be visibility, which is already fairly poor in our car.

With the flow attached all the way to the rear,adding the elongation brings the wake area down and base pressure up for an overall drag reduction,as you see the the Mrecedes-Benz C-111 III

Theoretically,your drag potential would just be a function of the amount of elongation.
An idealized aft-body would allow the bodies drag to approach the drag of half-bodies,and with wheels faired,perhaps Cd 0.12,maybe a tad lower
