I'd pay $0 for a car.

That's what I usually pay!

You still have to pay... they are making some assumptions about 1) how much you get back (via rebates/incentives) and 2) what kind of savings you would get compared to buying fuel.

Doesn't work out for me (though I'm in CA) because 1) I would only get the $2,500 rebate (no additional incentives in my area), 2) I get far above average FE with my Jetta (which they base their $5,500 savings on), and 3) I don't drive locally all that much, and I drive more than the range of an EV 3 or 4 times a month, so I'd still have to keep (register, insure, maintain) an ICE vehicle.

However, this would be an excellent deal for someone that commutes daily, is currently driving something that gets under 20mpg and can completely eliminate that vehicle, and lives somewhere like Los Angeles where (I think) the additional local incentives kick in.

It's not a "buy", it's a lease. ~$2000 down and some # of $ for some # of mths for a total of ~$9,000

Lots of cheaper used EV's out there to help make the long term cost of ownership worth while, otherwise at the end of your lease you are left with nothing but money spent.

The claim (of the article, not me btw) is that given the right conditions (as outlined in the graphic), the net outlay would be nearly $0 over 3 years... so you get a brand new EV with a 75 mile range and all the amenities a new car has to offer, no worries about replacing the batteries (or, naturally, oil changes or fuel fill ups), and you use it for 3 years for (more or less) free. I can see the attraction. Of course, the conditions have to be right for that "nearly free" part to be valid.

Yes, it's possible to find good used EVs, but based on what I've seen (granted, that isn't much!), finding a used EV with a 75 mile range + working AC + fresh batteries that doesn't need any work at all for about $9,000 is tough. And given that there will be a LOT more "mass produced" EVs out there in 3 years, I'd be surprised if it kept its value so that I could sell it for a net $0 outlay.

More sad news in the newspapaer today- but it might be possible to get a good EV in Isreal. Better Place planned planned stations from San Francisco to Los Angles, CA. but that is not mentioned in this closing:
