This technology transmutes elements, producing Oxygen from Carbon and Nitrogen, IIRC; producing breathable air as the exhaust from ICE. Alchemical Science explains how to do it, but there is some fabrication of concentric spheres that may be beyond hobbyist level.

But yes; besides DBD's ability to negate the boundary layer in an intake tract, greatly improving it's 'breathing', there is research saying Corona discharge will produce Ozone and break down fuel into faster burning, smaller fractions, including a tiny bit of hydrogen.

(The "If it's so great, why aren't car manufacturers doing it!?" argument:
It's well known that a huge amount of engine wear occurs at startup as there is no oil pressure to keep bearing surfaces from touching .
That's easily solved by an electric oil pump and pressure switch.
So where are they..!?

Just about everyone has or will lose an engine due to a broken radiator hose or the loss of coolant by some other malfunction.
The thermostat in the radiator etc does not pick this up as water conducts heat 25X better than the hot air in it's place when the coolant's all leaked out.
So where are the coolant level sensors and warning lights with buzzers..!?
Just something to think about. )
