But it's 2WD, has a V8, and has zero EV propulsion, beating the previous two records that did have EV propulsion.

Their claim must be considered within the context of a 'straight-line' condition, powertrain, and zero-to-terminal velocity-to zero performance.
If the car were on a closed-course, high-speed oval, it would likely require additional direct downforce-generating apparatus, like GM's short-tail OLDS AEROTECH, 4-cyl., also of Cd 0.27 at Firestone's test course, Ft. Stockton, Texas, 1987.

Only on the rear, to allow the fronts I suspect max cooling on the 250-0 mph portion which is really tough with no aero drag/DF to assist, it's all brakes.

Not really the world's fastest car but in the 0-400-0 km/h it is. Those guys have a lot of fun!
