Oregon is an open carry state, but not Constitutional carry or (news to me) permitless carry. Check the map in the PDF, it won't copy/paste.

I watched this video: The Best Rural Small Towns in Oregon. and all those small towns had average prices in the $250K range. By your metric an income of $62K/year. Amity was number 5.

My home cost me $900, the patch of gravel it's on is $600/mo. It would cost more to move it. It's uphill whichever way I look.

My understanding is that HOAs can be anywhere from zero fee (just a group to decide rules for the community) to more than your mortgage. It'll depend entirely on the HOA. I've never had one. I don't particularly like needing permission for others to paint my mailbox, but I understand they have a purpose and there's a reason they exist.

Condos and other "shared building" structures often have high HOA fees which take into account maintenance, which would instead be owner-paid or financed in a freestanding single family home.

EDIT:
Where I'm living now, condos are a terrible deal, because the buildings' earthquake rating gets downgraded each year, and eventually the condo becomes worthless. Freestanding homes don't depreciate in the same way. YMMV
