Subaru has been slacking on final inspections for three decades

Plenty of uncertified people do plenty of things. Do Subarus get more warranty claims than other cars?

Like most everything, I'm sure on the job training is more valuable than a paper saying you are certified to do something.

Nissan was recently slammed for exactly the same thing.

They had to recall 1.2M cars and issue "stop sales" on some models.

I'll bet the Takata airbags were inspected by certified employees. Certification does not guarantee safety. The problem with Takata airbags wasn't due to their condition at the time of manufacture, but instead their condition years later after absorbing moisture.

Often times a certification is a guarantee that something costs more, and little else.

Subarus might be a PITA to replace spark plugs, and definitely lack ground clearance to overcome harsh road conditions here in Brazil, but I can't complain about their quality.
