It may be a hand crank for the engine, and as it clearly does not have the engine up front it would have to run a shaft all the way to the back.
You would not normally build it that way, but if the DKW engine was designed to be in the front it would have had to be cranked from the front as well.
I guess that with the Beetle engine the front crank handle is no more than a relic as that engine would be crank started from the back - if that was still an option when it was made.
