A bit of angle grinder / sanding paper work, a can of anti-rust paint, some glass cloth and a can of resin will stop it or at least slow it down lots.

That PUR foam internal reinforcement is pretty inventive though
The rust on the rocker panels is much worse. It would be pretty difficult to stop all the rust. The foam just keeps the exhaust out!

Yep, screws into the lug nuts. That way I can change wheels easier. They are flexy like a plastic bumper cover. Probably stronger than a lot of real hubcaps. My 5 year old nephew called them rims.
