Presently 90% of my driving is highway. I have an 02 Golf TDI with about 238K miles on it. Running mild tune, larger nozzles, bigger turbo, taller 5th gear.. shooting to cross the 60mpg mark. I am presently running in the 57-58mpg range.

Pretty sure you can get to 60 MPG by simply tweaking your driving technique a little bit further. You can always proceed with some minor aerodynamic mods too.
