Th most significant parameter is that the amount of power any windmill can produce goes up with the cube of windspeed.

So make your tower 1/2 a mile tall!

I posted that for the theoretical value. My only option in this location is a VAWT. There is a power line eight feet or so from a utility pole that would give the most height. My plan is to put a hinge on top of the pole and have a section that rotates up for height, or can be brought down for maintenance.

For this example, the swept area/generator capacity ratio follows on from the spacing/diameter ratio.
