Question about Pulse Width Modulation?

So I'm looking to make my torque converter lock up and stay locked. Pretty simple concept, just need to use a PWM to make it work. This is the one I'm looking at, DC to Pulse Width Modulator I'm no electrical engineer, just clever enough to get myself in trouble. So the only thing I can't get a handle on is if this unit will be good enough to take on what I plan on doing. It will be 12V going in and a 50% duty cycle. The unit is only listed to take up to 35C, 95 degrees F. I'm not sure if that will be a problem or not.... What do you electrical genusis think?

My dad did the same thing to a truck he had. The computer controls TC lockup. Find the pinout on your EEC and wire a toggle switch in and you are golden.
