If people (big rig drivers are notorious for this) would just stop the texting and video games and watching movies when they drive, we could probably increase the speed limit by 50% or even make some places without them. Really, does Texas need speed limits in the middle of nowhere?? Now, if we are talking about efficiency, then speed limits are a good thing. I also think your vehicle's efficiency is none of governments business. Let everyone be responsible for themselves.

A fair and balanced article. The author knows that there are more pressing issues. To answer your question, it would essentially be a national speed limit for trucks. Bypassing the speed limiter would therefore be illegal and subject to fines and or points against the operators license and the trucking companies authority. Insurance companies could also come down hard on violators by raising their rates and or dropping them all together.

Regarding fuel-efficiency it's not so bad, but a better approach would be aerodynamic enhancements on newer trucks. Anyway, it seems to be just another case of nanny-state...
