Staying dry in rainy weather biking

Everyday bike commuting even in rainy weather? Under-Cover solves the problem of tangling with floppy rain capes with your legs or your handlebar steering and still keeps you dry. Deployed easily like an umbrella, the transportable and foldable roof does not interfere with your handlebars or your legs. Most of the rainwater comes from the front, so it is tilted to the front. The umbrella is connected to the frame and can be stored on your bike's frame.
There is a hoodie connected to the umbrella that keeps the rider's shoulders and back dry - but still wear a helmet!

Now for those interested with the bike's aero efficiency, could be more difficult in a strong headwind or side winds but watch out for those tail winds!

I don't see an advantage over a regular rain cape.

I wear PVC rain gear which is pretty cheap.

And more practical.

If you could take it off the bike and use it with a lawn chair and sleeping bag, I could see it.

I had my seamstress wife make me a rainsuit out of porous plastic lined breathable tent fabric [insert brand name here]. Worked well enough that I was cold during rides home in rainstorms because of swamp cooling.

Would be a PITA while riding against the wind.
