To appease someone in power this method of bringing the desert back to life will likely also work if you just put up some well placed dummy plates. What's not to like?

Maybe sheep are valuable in China?
Most people seem to like lamb, but I could never get over the smell, and therefore the taste.
I consume a lot of beef, but you probably don't want those around your solar arrays.

IDK, just get the panels 6 feet off the ground.
Make that 20 feet if you'd like to herd giraffes instead.

Once the land is sufficiently undesertified it can be used for agriculture.
Many crops need way less sunlight than they get in an open field. Most plant species originated in forests where lighting is dim for the tree canopy overhead and humidity is generally much higher. Our open fields overpower and dry out our crops, so adding shade and reducing evaporation helps them.
Surprisingly crops like potatoes have up to 80% higher yield per acre when raised under partial cover from solar panels compared to no coverage in the same location.

There should be a modular quick connect, disconnect standard for solar panels instead of every rack being bespoke. 1 or 2 buttons that get pressed that release the electrical connection AND the panel from the mount. Once that happens, autonomous robots can pull malfunctioning panels out and replace them with new/repaired ones. The malfunctioning panel is brought to the service center for repair.
Most of the cost of PV installation and maintenance is because the industry treated it like building a house.
