Strangeness: 3 different EPA ratings for Metro's last 3 model years

I just discovered that the EPA has 3 completely different sets of ratings for the last generation North American Chev/Geo Metro / Pontiac Firefly (1995-2000).

To my knowledge, there's no mechanical difference between the cars. (I could be wrong - XFi, care to chime in?)

These are all for the 1.0L, 5-speed, hatchback...

From 1995 to 1998, the ratings are identical:

44 MPG (city)
49 MPG (hwy)
46 MPG (combined)

For 1999:

41 MPG (city)
47 MPG (hwy)
43 MPG (combined)

For 2000:

39 MPG (city)
46 MPG (hwy)
42 MPG (combined)

If your car was mechanically unchanged over several model years, you might look up those other years to see what the EPA says...
