Alrighty, I finally finished a kludge that sorted the unadjusted highway (HWFET), city (FTP-72/75, the 75 is the same as the 72 but w/ the initial half of the 72 tacked onto the end while hot), and combined EPA mileage figures. Technically I think that the results of the 2000 (FTP-75) and up city figures aren't strictly comparable to the results of the previous (FTP72) test, but they're close enough to compare them anyway IMO. For example in 1999 an automatic 4cyl Camry pulled 25.61mpg on the FTP-72, while the exact same gen/drivetrain in 2000 pulled 25.27mpg on the FTP-75, so there is a slight bias in favor of pre 2000 city testing, but it's very small, about a 1-3% difference.

Anyway, here are the three different (and messy, I'll probably clean 'em up some more w/ sed later) lists, city, highway, and combined, sorted from best to worst, if anyone's interested. At least now we can get an idea about how cars/trucks from 1978 to 2010 compare using (roughly) the same yardstick.

The script wasn't too bad, although it took a couple few because the EPA used a bunch of slightly different formats from 1995 to present so for those years I had to go through the data year by year in order to cut out and mark the right parts for sort.
