The problem makes so much sense I couldn't help but find it funny, :)

I bet if they offered 50 cents per delivery, they'd have all kinds of school kids bringing those honking heavy bikes up to the hilltop stations.

And probably all kinds of lawsuits about something or other...

It is so obvious but, people did not think of that problem when the program started.
