CRX HF / d15z1 vx

Great site! I just registered and have a few questions about my project. I've read a few threads on this swap but need a couple of things cleared up. I live in California and want to swap in a d15z1 vtec-e engine into my 89 CRX HF. I did acquire a vx ecu P07-000 and 5-wire o2. Is this the correct ecu for lean burn? If so, I know it probably won't pass emissions here in Cali but can I swap in a Cali P07 at time of emissions to get around this and still keep my 5-wire o2? Anything else I need to do come smog time? I thank you all in advance for your help and hope to be just as helpful as I gain knowledge through my project.
