Wheel skirt question

I'm working on rear wheel skirts for my wagon.... I'm wondering how much I should cover? I have some inner fender bolts at about 3/4 the way down the opening. Will any be better than none or is it best to cover the whole opening?

A full cover is always better, but I think you can use the bolts as part of the "infrastructure". Do you have a plastic fender liner like my Saturn S-Series? If yes, then you can make holes in that liner without having to cut into the metal frame of the car.
