I guess emissions may be easier to deal with than safety regulations. Getting an EPA-compliant engine will presumably be always easier than all the safety gadgets and make them work in a vehicle they were not properly tuned for.

The 2000 f250 7.3.diesel passes NV smog if the check engine light is off, or if it's on, there is not massive visible smoke at idle. CAN almost roll coal legally. Ditto for the 2013 TDI golf, but there would not be visible smoke, IF it runs with the light on. Some CEL are fatal
