By "cutting brake" you mean one that can be applied individually to each rear wheel in order to emulate a traction control? I do remember seeing that in some tractors, but for a road-legal ride I'd rather do something similar to what those Gurgel mini SUVs used, with two levers beside the parking brake, each connected to the parking brake cable of a rear wheel to provide selective braking and overcome slip.
