Years ago I was heavily researching data on idling and plug-in heaters; the Canadian and Canadian government sites were light-years ahead of the U.S. I wish we had some sort of driver education program(s) for these things- they are sorely needed.

It's not familiar to me, but then again I wasn't looking for it either. Quebec is a little bit like a country all on it's own...lol, so if the government is doing something there that the rest of the country isn't, it's no surprise.
