That coating is normal. I'm thinking it serves two purposes:
1) If the glass were to break, this would most likely keep it together so glass shards are not strewn throughout (Similar to windshield safety glass.
2) To provide a better grippy surface when handling the bulb dome.

I'm sure there may be some other technical stuff about it, but who knows.

I don't think it has anything to do with age, it's just that the higher color temperature is closer to natural sunlight.

What's interesting is to run one of the daylight LEDs next to a conventional CFL: the light from the CFL actually looks dirty to me.

LED lights are better than the traditional bulbs and will save you money on the long run.
