Only in the sense that a, for example, 3% increase in gas mileage is smaller in absolute terms of fuel savings per mile driven for your car than for mine. But driving in air that's, again for example, 5% less dense during drafting will have the same per cent lowering of your aerodynamic drag as it does for mine.
