what follows is not necessarily a practical idea, just an idea
1. Add an electric motor to the front wheel.
2. As soon as the bike comes to a stop, snap the front wheel 90 degrees (bmx style)
3. use balancing sensing logic (like segway) on the front wheel motor to keep the bike upright.
So you could still "steer" while at a stop, could even move the front end in an entire circle by leaning, but the bike would stay upright.
And of course a motor on the front wheel means hybrid possibilities, and balancing means you can pedal recharge at the stoplights, yadda yadda...
